They do not understand " I want to take your picture, so I'm going to cuddle." Jerky movements, running, flipping hair, screaming, etc is fear inducing. They are a flight or fight animal. They can be easily trained to voice, hand , or leg, as these horses are. Or get biten. Don't abuse these animals with silly shenanigans. They're Trained to be a riders defense in the military.

How in any universe would someone think this is remotely ok to do? I applaud their patience and professionalism but I really wish sometimes stupid tourists were dealt with more quickly and harsher. At the very least they should have to pay a hefty fine and have to wear a “dunce” cap 😂.
