If this doesn't work on your phone and your phone is rooted then install lucky patcher and disable APK signature verification.

I have a solution that hasn't been talked about that may work for you. First see of you have google play store on your phone. If for some it isn't on your phone anymore download it again from apk pure or apk mirror. This should fix your problem.

Doing it on an emulator obviously will allow you to download any app. Not in a phone.
