The song has many layers of meaning and forms of expressions but the "whole package" the deep sense of it is that this is song about the war in Ukraine and it's an Anti war song. Actually this is the most powerful and true to hart song about the war and about the need of Humanity to unite in this moment. More than ever. As other Croats have pointed out in the comments, Mama is Mother Russia. The tractor is at least three different things: Belarus (a type of tractor), the tractor given to Putin by Lukashenko around the time the song was being written, and that badass Ukranian farmer who towed a Russian tank away with his tractor early on during the invasion. ŠČ apparently started out as a private joke by the band members, but is used in the song to cement the Russian connection, since ŠČ exists in the Russian, but not Croatian, alphabet.
It should be clear who the little psychopath is...
