As other Croats have pointed out in the comments, Mama is Mother Russia. The tractor is at least three different things: Belarus (a type of tractor), the tractor given to Putin by Lukashenko around the time the song was being written, and that badass Ukranian farmer who towed a Russian tank away with his tractor early on during the invasion. ŠČ apparently started out as a private joke by the band members, but is used in the song to cement the Russian connection, since ŠČ exists in the Russian, but not Croatian, alphabet.
It should be clear who the little psychopath is...
