If they strapped a rocket onto the back of the train and put a large magnet onto its bottom (to keep it on the track on the curves) perhaps they could run it at this speed. They could also use the magnet to brake the train at the stations by replacing sections of the rail with copper bars (eddy current braking). You would only need to fire the rocket twice - once in Tel Aviv and again at Ben gurion. Technically it's not a high speed train unless it runs faster than 160km/h.
Not all German - the track layout is British (trains run on the left, from British rule), the electrification system of 25,000v AC, 50 cycles/sec is French, the catenary design looks like the British Mk 3 design of 1970 as improved by DSB (Denmark) since 2000, and the technology for operating high-speed trains in high temperatures is from Spain. Spanish contractors did some of the most complicated work (I believe). The German electrification system is the older 15,000v AC, 16 2/3 cycles/sec
