The ones who are waiting for that 6000 rupees are not rich, most of them are in poverty line or below poverty line. The ones who have a bank account,but don't have a minimum balance. If government is ready to put money in their bank accounts, it will be deducted the moment it gets credited to them for not having minimum balance. To hunt this money and benefit from it is more inhuman and barbaric.
