Wouldn't words like "bat" and "bank" be homophones as well as homonyms? A so-to-speak "true" homonym would be something more like "lead", having different pronunciation along with the different meaning, no?

No. /ŋ/ can only appear at the ends of words and /h/ can appear anywhere except for the end of the word. However, they are too different physically to be allophones of the same phoneme. They are still separate phonemes.
