Expatrio won't provide you with a Loan Service - for that you would have to apply for an educational loan through banks.

There are some criterias your bf should fullfill. Ask him to check it with the foreign authority office in his city.
If he qualifies for it. He would likely get a letter from the same office and you can submit it while applying for visa. This will be enough.
As far as I remember his income will be checked so that he can pay for your stay there in Germany.

It may take a week or 2. But try to get the info from the embassy side. Also if u have a admit. You can ask your university to speed up the process
