Proportional is when you measure out the exact solute mass and volume of solvent and mix to make the desired concentration, so that is different to serial dilutions.

you're correct, she just decided to calculate it in cm3
on the math question, the v1 value was cm rather than dm like the concentration. does it matter if it was to be the same, like both dm?
