I've gotten away bluffing the river in position with a busted flush draw on board every once in a while, but it is a double edged sword.
You're definitely better off if you have some sort of information on your opponent.
When I knew, I had a pretty passive opponent, I got away with bluffing the river more often. Sometimes even when I'm out of position.
Stack sizes of course play a role, too...

      Info is everything, for sure.

Definitely better with Tight regs. They've seen enough random sets that they may fold top pair if their kicker is weak.

Aren't missed flush draws generally bad bluff candidates as they block villain's missed flush draws, hence blocks villain's folds?

Lower FDs typically don't block very many FDs from villain (maybe 2-4 FD combos, but not heaps)

Can you do one on when to bluff with a nut blocker like A clubs on a 3 flush board with clubs?

On the river after it bricks, or on an earlier street?

Busted nut flush draws bluff less for 2 reasons.
    1) As mentioned they have some semblance of showdown value so they need a larger percentage of the stronger parts of your opponent's range to fold to be profitable
    2) They block a lot more missed flush draws which would still be in opponent's range and auto fold to any river bet.
So not only does having something like 65s mean you actually benefit from folding out your opponent's garbage, they also have more of it since a disproportionate amount of flush draws are AXs and a very disproportionate amount have at least 1 broadway.

I noticed you put a period after the "NO". Is this an example of balancing your period range?
