Btw if officer corps exist then one of the air force ones (might be independent air force) gives daily air xp, but costs 50xp to get, meaning it would be 500 days before it even pays off. Usually extremely not worth but if you have no way of gaining it then it's one way. (also once you make planes they'll get xp if they fight others)

Just install the instant war mod and boom long justification are just in mere seconds. I use it all the time and is one of my favorite mods to use in hoi4. Makes my life a lot easier
