I use Sony vegas movie studio HD 9.0 and I have downloaded those overlays from youtube (search sparkles and textures if you want to find those). You know there are these "video" and "video overlays" etc things, I put the clip on the lowest track ("video") and the texture and sparkle on different tracks on top of that and then choose "Multiply (Mask)" from compositing mode for those two tracks. So yeah, it's really easy even if I made it sound horribly complex. I hope that helps though!
