For anyone who’d like to know, you can do this on video star using the wave effect. Open video star, go to the layer thing, make the background green (or blue depending on the hair color) add one layer above it with a picture of the layer of hair you’re moving, go to effects and they use wave! It’s worse but it’s the only thing I know (it’s free btw)
As a beginner animator myself. I use Photoshop to do all the layering and sometimes make a group out of body parts so it is easier for me to locate and is organized. (ex: Left arm: Left arm 1, Left arm 2, Left hand) For animation. I use Moho 13 Pro (it supports Photoshop PSD file) to all the hair waving and other animation with the use of bone and binding layers to bone and has more potential if the png file from the PSD folder were to be converted to a vector layer (which I do not know how to do it yet). If I were to compare After Effects to Moho 13 Pro. After Effects lags so much on my laptop because I'm too poor to get myself a beast PC but in Moho 13 Pro is meant for animation and it doesn't require a monster performance PC (unless if you add so much content to the workspace of course)
