For anyone who’d like to know, you can do this on video star using the wave effect.
Open video star, go to the layer thing, make the background green (or blue depending on the hair color) add one layer above it with a picture of the layer of hair you’re moving, go to effects and they use wave!
It’s worse but it’s the only thing I know (it’s free btw)
