Then the surface temperature would fall to near zero degrees Kelvin across the whole surface of the planet. Probably around 3K. B. A massive amount of green house gases are released into the atmosphere turning the Earth into a hot house planet like Venus. With all the water in the upper atmosphere as cloud cover. When it rains the water never reaches the ground as the lower atmosphere is to hot. So, the temperature globally would be over 300C worldwide with only slight variations in temperature. Neither scenario would be good!

I believe that the rotation of the earth is the cause of the extreme storms. So if we were tidal locked, I don't think the wind would be as strong.
