That guy turned into several balls is the marine that attacked Franky at the end of Ennies Lobby. That was his Devil Fruit. Zoro protected Franky, who in turn grabbed the marine's head and launched it into a ship with a Weapons Left attack.
The marine at 10:35 is Captain Very Good(/Berry Good) who was among the marines during Buster Call in Enies Lobby. He fought against Franky and he has some kind of devil fruit where he can make his body into balls like that and separate. Kinda fun how they used the same marine captain in this cover story as well imo
I honestly loved the coverstory 10 for like you said, I kinda guessed thats how life was going to go on, but it was so heartwarming to actually see it happening. AND the small different details like how everyone's hair is styled or how they're interacting with each other now
Ayo let's go! Yeah the villain stories can be hit or miss depending on how annoying they were, like Wapol i was annoyed but Hachi I didn't hate as much as Arlong so I was cool with his. CP9 is in between those two but I appreciate them actually caring for Lucci. Also Kalifa in casuals kinda saved it though Spandam still being alive (unfortunately) balances that out lol.
They need to have at least more than half of their body submerge for a complete immobilization from the water to work. Based on the photo the water only goes up to the calf so the weakness wouldn't trigger. That's also why when Luffy fell from the roof and landed in Boa's bath the weakness didn't trigger for him
