The name parallel adder is a misnomer, because the bits are not added in parallel, but in series. The carry out bit from the prior full adder must be generated before it can be used as the carry in but for the following full adder. So all the adders run one after another, in series, not in parallel.

Often on manufacturers' datasheets this refers to the time required for the output to reach 50% of its final output level when the input changes to 50% of its final input level. Reducing gate delays indigital circuits allows them to process data at a faster rate and improve overall performance.

To do subtraction with this, could you invert each bit of the number you are subtracting by, make Cin a 1, and then add the two numbers together?

The outputs for handling 8 bits are only one Carry out and eight Sum outputs.
