Blocking access to a property is illegal even if the road is public. Again a case were you should try to get an emergency injunction stopping him from parking in a manner that block the business as it will make the real issue the center of the court's attention.

Or as I prefer enforcing my personal valve stem valve core tax. If you want even more fun support the car's chassis with 2"by "x" blocks end on so the tires don't look deflated. They go between 20 and 200 feet before they're flat on all 4 wheels.
