He has grown up only seeing clocks as digital representations of the time. So unless it says 11:30 or somesuch in actual numbers, he has to sit there working it out. Although this has led him to have a natural affinity with the 24 hour clock. So it's not all bad.
I have watched this routine countless times, and still come back to it if I want a chuckle!
