that is just a bad internet connection. Games predict the next position of the player, like all the time. If no data package is coming in, package loss, the game predicts the wrong way. Suddenly there is a package incoming, and he gets 'teleported', were he actually was, all the time on his game client side. Without prediction, the game would just stutter all the time. In iRacing, cars doesn't seem to get predicted and just blink out of existence. Fighting games slow down or pause, to keep frames synchronized.
