I'd argue further it's the animation studio that's at fault for choosing to depict the scene that way, particularly storyboard and FX departments.
It's really weird that they ended up scapegoating a fictional creature over something like this, instead of like, y'know, blaming the people who created the flashing lights in the real world.
Okay so it seems that Jack Frost’s talk with Shadow confirms that Ring Racers takes place in a alternate timeline where Shadow stayed dead in Sonic Adventure 2 and somehow that lead to Eggman going good and teaming up with Tails to create Ring Racers. Not sure how to explain Shadow being there (besides maybe being an android) but Maria’s also there so it could just be that it would be weird if the game didn’t have him regardless.
That plus the text for picking black at the spray can tutorial.

The dialogue is stored inside the map itself, you can only edit it by replacing the entire map as far as I'm aware.
