Tore down the same trafo from an extension cord (it was all CCA, meaning copper clad aluminum) and at least, the windings had one or two layers of sticky tape and the windings weren't touching. But the primary and secondary insulation distance on the board was too small, so I decided to throw it.
its always impossible to tell what your getting unless you buy known brands though reputable chanels, honesly nowadays I wouldn't buy chargers or powersupplys of any description from ebay aliexpress temu or any of the other simmalr places, even genuine products being sold by manufactueres on amazon can be fake, (as i understand) because of how amazon just keep a total of items of the same type not which seller they came from, so if they have 50 fakes and 50 real ones from 2 different companys they just go "we have 100 chargers" so buying form the real compnay you might still get shipped a fake!
With no insulation between the primary, auxiliary and secondary windings other than their lacquer coatings, the conclusion is:
