Doing stuff like this was really big back in the film days. Some photographers would use a fishnet as a soft filter. If you go really close to a fence and focus far away you won't see the fence.
The only filters I ever use on digital cameras are ND and CPL, because they are used to counteract unwanted effects so you can capture an image. Any other filter can be replicated in editing, whilst leaving you the options of selective editing. You can do so much more with an original, clean image. Once you shoot through a filter the image is altered forever and it limits what you can do in editing. Obviously it's a totally different story when shooting film.

Btw I think electrical fences like that usually pulse with electricity every few seconds. They’re not constantly electric, that would probably be very expensive. So if Mike peed VERY fast, he could’ve been fine. :P

As an old guy, I always have to smile when you digital kids "discover" something that we've done for decades. Btw, try different colors and textures and even different materials (plastic kitchen wrap is good and the stuff they wrap fruit baskets in comes in various colors). Vary the size of the center hole and also try different apertures, both make a difference. Have fun and experiment!
