Shigaraki lost many quirks since New Order removed them before she died, and he's now taking way longer to heal so it actually had a purpose

Shigaraki only use decay and super regeneration to fight and sometimes his physical body. Only when the plot demands to use a Quirk like search which is extremely powerful Quirk that wasn't destroyed

So the answer is yes , Star last stun was for absolutely nothing because Shigaraki can just heal up , restock on Quirks from other villains or nomus then go to fight.
She should have just imposed a rule on her ability at the end that whoever possesses it dies. That would have 100 percent killed him.

He has regen, would have kept him alive. Destroying the other quirks was a major benefit. Took out like 6 quirks
It's Horokoshi favorite of course she won't give an order like "New order will cause brain damage to other body with extra Quirks" and turn Shigaraki brain dead.
