The one you guys went to should be the one on Marine Drive in Vancouver as recommended by Michelin and not in Richmond. There are actually two separate groups, one is Neptune Seafood and the other one is Neptune Palace.

It looks more like a high end seafood restaurant vs a Family style seafood restaurant.

This is a Chinese family style restaurant, that's why there are so many round tables that can accommodate more than 6 people.
Family style Restaurant with Private Rooms, Karaoke, Chandeliers, and High end TVs. The Restaurant’s Website mentions that they are in the Michelin Guide.

arguably more people would consider south van closer to Richmond than say steveston village since steveston is tucked away in a residential corner of Richmond
