I appreciate your RP angles when discussing these backgrounds. But I have one quibble. You mentioned needing Wis to make Perception viable, Dex to make Acrobatics viable, and Cha to make Intimidation viable. But I think that Primal Knowledge plus the changes to Rage makes all viable on a Str-based barb at least some of the time. Perception is the one that I think is most liable to come up when a Barbarian isn't Raging, and it might come up too many times a day to allow Barbs to Rage just to increase their use of this skill. But the other two in my experience come up fairly infrequently (Intimidation) or fairly infrequently outside of combat (Acrobatics), when the Barbarian is likely to be Raging anyway.
Thank you! In regards to Perception and Acrobatics, I am mainly considering pre-combat exploration/social encounters. My bad for not making that clear enough! I agree with your assessment regarding Rage and its effect on skills. With the changes to Rage's duration and the new feature that utilizes Strength for certain skills, the viability of the skills increases dramatically without Wisdom or Dexterity during post-combat exploration & social encounters.
