How do you set one of those up to flip flop between 2 batteries or banks and between charging the depleted battery and using the full battery? Much thanks

Does it keep the last switched state even if the relay loses power? (Bistable)

A latching relay like this stays in either position when power is cut. Unfortunately I have a relay module that says it is latching but it still needs power to stay in one position.
