I don’t know if being drunk was considered an altered state so not as responsible. To be honest I don’t quite remember the atmosphere back then. After lowering drunk to 0.08 it got more serious but now it seems to be back to not a big deal with police reassuring underage teens in a lot of videos. Oh you be out after paperwork’s done and get a misdemeanor ticket equivalent to speeding😢

Vehicular homicide charges are also common. Another question: the bar owner is held responsible for the consequences of serving intoxicated patrons in most states-did they lose their liquor license? Are they also now facing legal jeopardy for a drunk patron killing another person? At the last, I imagine the obviously affluent and entitled Kosal family will litigate for financial damages against the bar owners. It would be interesting to research this case further.
Because jails fall under what Repubs think are “social spending” and won’t allocate money for that. Oh, they say they do, but the stats don’t lie. In fact, Dems allocate more money for police than Repubs do. Repubs scream, but won’t legislate solutions because then they can’t scream and get votes.
