That A was on the local track because it went via the F from Jay to West 4. The connection is ONLY on the 6 and 8 Avenue local tracks. As for 34 Street Penn Station and IRT Atlantic Avenue, remember those stations are either over 100 years old or close to it. That platform design was probably practical for those times, plus there is a cross platform xfer a station away.
