0:18 This tone is not an attention tone. This and the two other tones like it indicate where the message should be played. The 4th tone is the attention tone and should be the tone played at this timestamp, however, I have never seen an alert irl that plays the attention tone a second time, despite hearing a similar message beforehand.
They would also not play the EAS tone twice. The EAS is built off the idea of conveying emergency information as fast as possible. This is likely the case with other countries as well but keep that especially in mind with US based EAS.
1:10 While appreciations are used in text to fit as much information on the screen as possible, the voice will always say the full name of the country. Also the EAS would be more focused on events that will directly affect the citizens. A way to get around this is to either suggest people of the US stay calm and issue a stay at home order or present it as some advice to the citizens of Guam
