That is, in fact, a Chinese 5 Chime, just from the design of the bell, chambers, and base alone. Though, it sounds GORGEOUS when blown with a cord, instead of an air powered piston.
I think Star was the manufacturer for the whistle, but I am not sure. A chime is a chamber in the whistle, and each chamber plays a different musical not. This whistle has 5 chambers, and or chimes like that of a wind chime or organ hence the name Star 5-chime Whistle.

Southern Pacific were prolific users of the Star Brass 5-chime. The sound is very similar to those fitted on many Australian locos, and also sounds like the NZGR whistle. Of course, it is not beyond the realms of possibility that these were copied from the Star Brass Manufacturing pattern, or perhaps manufactured under license. Just my thoughts.
