High priority to low priority is basically used for TDD to FDD (Incase you need Coverage where there is no capacity requirement)

while signaling SR is more effective as there is not much data that needs to be sent out, so why to waste the UL resources by providing continuous UL grant, but in case of UL data is running then BSR makes more sense as there is continuous data to be sent out and SR will just delay the process
