The likelihood of a serious accident with a loaded firearm in a crowded public place is much higher than the likelihood of bad guys blazing through the crowd in military style, so the weapons are unloaded. Real life is very different from the movies.

it's a shame you did not show the kids practising roller- blading and the people peacefully watching them, amused; where are the children playing on the "esplanade" and the "white collars" having their lunch in the sun+ the people with children cycling mainly on Saturdays and Sundays , people meeting to share a friendly moment in one of the numerous café etc. I've lived there and enjoyed it. your pictures are nice though!
Magnificent! but you forget something very particular to Paris and La Defense, you haven't took the visible axis from the great arch that is starting from the Louvre, through the Champs Elysees, the Arc de Triomphe and finish at La Defense. But this is a great video. Merci

They are not loaded because it's extremely dangerous to walk around with a loaded automatic weapon in public. They have their finger on the safety, not on the trigger. They are essentially just for show, as there is practically no real-world situation imaginable in which they'd have a need to use their weapons without resulting in more danger than safety for innocent bystanders.

C'est pas mal La Defense! The state is only part of the problem. Big business capitalism is another issue. The key to a healthy capitalist system is to have lots of small actors competing. France has more fortune 500 companies than anyone else in Europe (AXA, Carrefour, Danone, Total, a bunch of big banks, pharma and construction companies). Successive French gvts have done nothing than favour the emergence of these massive corporations at the expense of small and medium size businesses.
