Technically yes it is unless they're launching it at your country.
Any act of violence(self defense is equivalent) by armed forces is an act of war - even if you 'just' defend your country from an incoming attack. As disgusting as this missile was, it's admirable that the trajectory was analyzed, the citizens warned and the army prepared but not intercepted it.

@@hobihope-w-8329 true plus being allies with China and Russia making it hard to escape by going north impossible and going via sea due to you drifting onto the Chinese coast but if youre lucky you'd end up on the Japanese's coast and they will let you carry on your journey
