Yes, crews will frequently put the pole up before the windward mark. That is good practice.
I would not have suggested the first boat inside to set the pole since they were not guaranteed to get around the mark.
I also hold off from setting the pole if there is tight traffic at the mark and we are really trying ot eek out the last little bit of speed.

At about 4:40 mark in the video, Dave talks about slowing down by getting the bow down. How is that done?
turning deeper downwind will slow the boat down.
When you point dead downwind (especially in light air) your boat is going at pretty much it's slowest speed.
Also, by turning down wind further (away from the mark) the boat would have had plenty of room to turn in and get between the stern of the other boat and the mark.
since the Bucc stayed so close to the inside boat it was stuck sailing outside and couldn't turn around the mark when she wanted to.
It would have been MANY seconds faster to go a few seconds slower a little earlier.
Probably cost the bucc about a minute in actual race time.
