Then I believe it's been found that once a flying object is hand size or smaller , that then it's flapping wings that ideally provide best efficiency. At the smaller dimensions, the inertia and viscosity of air becomes a significant factor so I've heard . So when flight test models for experimental aircraft designs are hand size , the wind tunnel tests use hydrogen gas to get results that will indicate performance to expect at larger dimensions.

Probably because A) it’s pretty complicated so it can break more easily and B) fishes aren’t that stealthy and C) maybe it just doesn’t work well on bigger scales
Submarines generally prioritize stealth over anything else. The USS subs are all nuclear power, and have all the energy they need. So efficiency is not important. Thing is... You also have to deal with pressure hulls. That is why the enlongated teardrop shape is so important. It allows for laminar flow under water while being strong. That does allow them to go fast, and be quiet while doing so. As for tails instead of propellers or jets? I don't know if tails are stealthy. Yet I do know making a tail would be incredibly complex to get to work, and no part is quieter than any part. Fish need to be agile to get food or flee. Submarines don't!
Im pretty sure a lot less force is being used to keep it up and its instead propelling itself forward with the up and down motion and then using the wigs to glide and sustain itself in altitude.
It need its own Ai self-correcting system. To analyze why it crashes each time it crashes and then write its own code to prevent unintentional crashes if used for Non-Military purposes.
