It's a tenous ecological quandry for now. Times will change but we don't know which way. Currently the Panama canal is bridled due to low water levels in the sustaining resevoir. Rainfall levels must return to higher levels for the Panama Canal to be considered in full capacity. Then there are the issues with the poor maintenance of significant works of the canal where the Panamanian government has perhaps been 'on top' of investing in maintence causing degradation of water use and functionality of the Canal itself.

I will clue anyone who is interested in on a big negative factor about all these grand visions of Chinese dominance in the Wester Hemisphere. First you must take into the account that the USA's Monroe Doctrine is very much alive. The USA will not allow any foreign nation to take dominance in the Americas. If that offends you so beit. Secondly, if you look at a chart of sovereign debt growth over the last ten years then you will see the problem that CCP China has ahead of it. CCP China simply has run out of money to finance all its Belt-N-Road visions and all the amazing publicity campaigns of giving away free infrastructure as China does not give away much for free. If you do not understand the debt load of CCP China then you really don't fully understand the real situation. USA? Oh believe me the USA has some very serious problems and they are getting worse but not as bad as those of CCP CHina. Doing busness with CCP China is always a 'Win-WIn' result according to the CCP CHinese; but the reality is that too commonly, most times, it's a Win for CCP China back with another Win for CCP China, just ask Sri Lanka as a very public example.

The transistmic rail road allows for larger ships to unload in Salina Cruz and the containers to then be loaded onto smaller ships in Coatzacoalcos. These can then ship to various West Coast USA ports, saving time and money in the logistic. There are also many Mexican services that would like to use the Transistmico that currently are forced to use the Panama Canal, as infrastructure and internal logistics in Mexico are very expensive.

So you're going to offload a ship, transport across land by rail, and then re-load another ship on the other side? I guess it's better than nothing, but I can't see how that is going to be very efficient. What they need to do is widen the Panama Canal or just build a much larger canal nearby. The Nicaragua site is okay, but there appears to be shorter additional sites right there in Panama. To the east of the canal there are a couple spots just as narrow as the canal except for the lake. That's your best bet.

Want to 'save' the Panama canal? Up water reuse. The new locks were designed to save water, but are so much bigger they still use vast amounts of water. The old locks need to be so upgraded. Water discharged down stream during lock operation should get pumped back up using wind and solar power, which exist is VAST amounts there. Reservoirs could be covered with floating PV farms like in Japan, and power their own recharge from downstream pumping. At sea level D DAY size concrete cassions could be floated into harbors to impound fresh water discharge from locks and rivers, and pumped back up the canal system to it's impoundment lakes and reservoirs. Sure the water would be brackish, but near shore freshwater discharges it would be mostly fresh. Ask the people of Panama, pristine eco system already destroyed by locks and industrialization farming human wastes, or some brackish water in the lower areas of rivers. You could even add sea level locks of just a few feet to the sea level reservoirs to reduce salt water inflows more. You could take in scrubbed carbon and embed in concrtete sequestering if for hundreds thousands of years, and make money doing that. You could take in trash, solar dry it, run it through elec generating stations, and sequester the ash product in the concrete work. Getting paid by developed countires to take wastes, bet you could make them pay to build out facilities to dry and burn it, then sell them carbon capture credits.
Then there is paying surrounding areas, countries for their water, so they can make more money selling water to Panama than the Chinese will pay them fyi China rarely 'pays' for the work. The receive vast land grants of land owned usually by pesants lucky to feed themselves off it, and of the port facilities and transport itself, so China will reap almost all monies made moving materials.

As someone who works with logistics and has spent two decades in Latin America let me tell you: none of these projects will ever compare to the Panama Canal.
    - Colombia: the Darian Gap has the worst geography of the group: swamps, jungles and cliffs. It is also controlled by FARCs (narcoterrorists).
    - Nicaragua arguably has the least troublesome geography to transverse, but it is a dictatorship and corruption runs deep and any infrastructure will be delayed, overpriced and unsafe.
    - Honduras: besides corruption, it has the longest route and the most mountainous of this list. And it will be dependent on rainfall just like the Panama Canal. I just don’t see it being cost effective.
    - Mexico: the most promising of all complementary projects. However, transport by train usually is more expensive than ships by a factor of 3. The only thing that makes it cost effective now is the fact that the Panama Canal is overburdened.
Mind you that all the conjectures above regard only commercial shipping: the Panama Canal is also of extremely strategical importance to the US as it is used to connect its Pacific and Atlantic fleets, something that Mexico’s interoceanic corridor will never do.
Expect the Panama Canal to be widened even further in the future.
We’re just going to have to figure it out how to make it less dependent on rainfall or get used to higher prices on imported goods (the arctic routes won’t be feasible for at least half a century, likely more).

I think it is only Panama government officials and its citizens get to decide what they want to do with their canal and how to run it. US, China and the rest of the world should respect that. If Panama wants to raise the transit fee to beef up its operation and govt budgets then it should be able to do that. Shipping companies can freely decide if they want to continue transit through the canal or around the Cape Horn. It’s capitalism at work.
