When I was having issues with eyeliner(especially winged) I would use a fine brush and use a neutral color that stands out just enough, use it as a guide for eyeliner. And that tape trick for winged eyeliner really does help too.

A tip to help you apply lipstick better is to dab it on your finger then dab your lips
