At that point he didn't want to risk having the commercial rejected and admitting to Kim that he lied. So then maybe he felt he had no choice but to run the ad behind the partners' backs and hope they accept it retroactively. But if he hadn't misled Kim, maybe he would have asked for permission first. Maybe not. I don't know.

The woman lost her husband to a shooting. It's just her and her daughter in the house. Mike's revelation to her last season has shaken her faith in police in general. She doesn't feel safe. It is not unreasonable to conclude that she truly believes what she's saying and is simply letting her imagination get the best of her. I read somewhere that the writers intentionally left her motivations ambiguous. But IMO, it just seems out of character that she'd be manipulating Mike.

She only knows Mike there, and she's trying to pay for sitters and everything else while working a new job. I don't know what the entry level pay for nurses was at that time in Albuquerque, but I feel like the show does a decent job of suggesting she doesn't have a tonne of money coming in, or much time. The stuff with hearing gunshots is most definitely meant to be about her being paranoid. Matty was shot to death, she's still grieving, and she's mistaking bangs in the middle of the night for her worst fear at that moment.
