It is more fleshed out in the Light Novel on why. Basically he needed the Unique skills and knowledge of many people. And the analyzed information of the barrier the hero used on Veldora and how Hinata attacked Rimuru. Add in Veldora's massive power bank, a bunch of human souls, the 2 barriers trapping all the magicule+soul parts of his Named citizens before they were killed and the ancient story about Milim from Ellen. When Rimuru awakened Raphael was able to give the 100 dead citizens of Tempest new skills with the power up. Perfect Memory and Self Regeneration. Perfect memory means your memories can be tied to your astral body IE your physical body can be completely destroyed. It also protects again mind control since those abilities tend to target the physical body. Then skill Self Regeneration let them restore their bodies.

Even lower demon lords like Carrion and Frey cant do it. You would just vanish out of existence because the amount of magicules needed for it is insane and something only a few beings posses. And even if you could, normally a demon would turn on you because they wouldn't recognize you as their Master. So you have to be extraordinary to be able to name a Primordial demon and for them to recognize you as their master.
Also there's a soul quality aspect to it , it is always stated by both demons and dragons that Rimuru soul is different that's why he's able to name a primordial like Diablo ( also besides the magicule supply from veldora that helped him during the naming of so many creatures prior to Rimuru's awakening there's probably a correlation with his soul being special), won't do much more spoilers , but there's some events in the novel that also hint that his soul was very special

US are written on your soul and you'd need a special soul to have so many US at once.

Everytime he passes out after naming is because he is in the verge of dying due to low life essence which would normally be what others fear as consequence of naming.

To defend Raphael a bit this was totally non canon , so the original Raphael could definitely have done something to help ( recently awakaned Rimuru's skills are waaaay beyond anything violet could do ) , it was only a plot device for the movie to showcase their bond and stuff, Wich is a bit underwhelming for Rimuru but like I said it's not Cannon lol
