Your book is clearly addressing all the chronic problems that Haiti facing since after our independence until today- most of the time the haitien people feel discouraged about the system- they fight- protest- they died, nothing never changed- because like you said Haiti has too many forces that pressing him down that it can't fight against them- those forces are our unpatriotic haitiens, USA, Canada and France.     We all know the brain behind all that going in Haiti now and before, hearth quick programming, our agriculture destroyed, many political parties are greatly appreciated and financially supported just to make my country in a larger difficulties to behind in progresses, they feel if they do not deal with Haiti in such evils ways , Haiti eyes will be opened and all the Caribbean will fallow Haiti as we were at a time before the shovel of the Caribbean, we are proud as a first black nation who had their independence before every body els, and without a dought we are proud durant our battles we were able to deliberate many other countries , and also so proud as a shithole to fight for the great nation of America in Sabana , and we can never forget the money we loaned them durant their difficulties.

    Deibert opines that a government must have at least one "pillar" of governance that is effective (assuming perhaps that these "pillars" are coincident with a legislative, executive, judicial and perhaps financial "pillars". He advances that the judiciary must be the first such "pillar" that must be reformed, supported and effected in order to hope to build a functioning "state". His 2016 view included some hope for the reformed effectiveness of police enforcement in that event.
    His viewpoint is sensitive to Haitian history, but exhibits and undercurrent of enlightenment era (US) liberal thinking that carries underlying assumptions that are really culturally chauvenist.
    In response:
    1) there is no possibility of a judicial power exercising a rule of law in a country and culture with deep asset and income inequity. In a country where a rich person can use his or her lunch money to pay for the arson of a city block at will, including both the cooperation of the constabulary and the authorship of journalistic lies or diversions to disguise the act, no judiciary power can be supported effectively. Income inequity trumps any attempt at instilling a rule of law. And income inequity is supported and maintained in Haiti both by foreign corrupting influences (including both sovereign meddling by such actors as the Clintons of Arkansas and others, and the wave of seditious Non-governmental Organizations that provide food and housing aid without any intention or ability to address the primary issue of wealth building by steady employment of the poor they serve except as part of religious pyramid schemes. Liberal democracy in Haitian politics is by no means going to assure judicial reform: in fact, the tendency for more voices to introduce more corruption is inevitable.
    2) Haitians have never stopped fighting the war of Independence, and their intelligentsia is correct in assuming that ALL foreign powers have a vested interest in the failure of Haitian independence and a thriving economy, regardless of their felt or avowed agendas. Thus, there is no foreign help or aid that can be applied in Haiti that can ever succeed, since what Haitians really want is both aid and reparations, which are not the same. No other country (including France, the USA, the Dominican Republic, the UN) regards itself as responsible for reparations to the Haitian people. One or more of these will offer non-punctual aid (like USAID PL 480 food for peace infusions) to partially fund Haitian governmental recurrent costs (e.g.: buy some motorcycles or new uniforms or pepper spray), but this has merely the effect of strengthening the useless status quo of corrupt policing, revolving door courts and legislator graft. The US will also occasionally invade Haiti to meddle in its economic and political affairs to "defend democracy" without any budget to effect real improvements. Any foreign agency or person that offers anything that resembles these time-honored patronizing solutions is perceived by "woke" Haitians as just another racist dodge. The Haitian voices will repeat their need for reparations rather than "trickle down" aid, and they will get next to nothing in return.
    3) Haitian Petionville (largely mulatto) elite families that own 90% of the assets in the country will fight any attempt to change this dynamic in order to (a) seize aid moneys or benefit from aid projects personally), and/or (b) render any such aid ineffective to continue the cover story that all foreign aid is predatory in order to preserve their hegemony over both law and commerce in country; and/or (c) to make the international benefactors depend on members of the elite to institute, operate, manage and translate any aid so that the elite can divert funds and projects in the future. Nor is this always piratical. The elites know that since most aid is not "punctual", it is better to stockpile aid or aid money to be used in the future when a punctual opportunity to apply it arises.
    4) Haitians living abroad in the diaspora are often livid at the racism they encounter (in the USA, Canada, DR, etc.), and will be uncooperative and combative with any foreign aid project or intervention per se, and will insist on taking a managerial role in any such aid delivery from agencies or private non-profit aid organizations, often against the will (if not the real interest) of the recipients in Haiti. The competition for design and delivery of aid between Haitians in country and in the diaspora, and their differing ideological viewpoints often conspire to undercut even viable aid projects (though not all of them are viable, as both sides will attest). This is an even more prevalent problem when it comes to religious NGO aid projects.
    5) Haitian Kreyol, vodun practices, standing local cultural practices (e.g.: the restavecs, corvee "work for food programs), and a completely failed electric, water and transportation infrastructure all make aid delivery and maintenance of aid projects much more difficult to manage, staff and monitor to avoid corruption than in most other poor countries. All of these factors serve to isolate the poor and advance the causes of the multi-lingual and internationally travelled and educated elites.
    Deibert is to be thanked for his contribution to the dialog. It is clear from the Q&A session following that Haitians in the diaspora that attended the discussion are relatively uneducated as to economics, international politics and their own country's history. One point of fact: the total "reparations" that the USA forced Haiti to pay to the departed French slavers does not amount to US 29 billion in current dollars: it is more than 5 times that amount. Reparations from France (including the damage done by deforestation under the US occupaiton) amount to US $50 billion, and from the USA more than US $60 billion. Not one dime of any of this money should find its way into the pockets of the Petionville elites. Delivery of such reparations cannot be effected at all by any agency or force of current nor prospective Haitian government.
    Haiti is now a failed state by design, and forced to continuous failure by both internal structural roadblocks and the will of foreign governmental and non-governmental actors that pretend to have the good of the Haitian people uppermost in their "aid" agendas. It's a complete basketcase.

      If a judge is making less than 500 usd a month and they expect him/her to keep a criminal behing bars they are nuts. The person charged can get him (juddge) killed for less than 10% of what he is making. Same goes for tbe police. The forest guards, etc. So we cant count on the judicial system until certain basic issues are not properly addressed
      The gap is far too wide between the classes and i can personally say that the Haiti i grew up in no longer exist in terms of people. People arohnd the world tend to think that only the mulato forms the 1% of those holding all the ropes. You also have the politicians. They are quite rich and most have invested abroad as Michael mentioned. That money should have remained in Haiti. But they sont care about the people they only exploit them.
      Haiti needs her children to take full responsiblity, stop blaming stop begging and go back to working the land. I suggest imposing high taxes on everything we can produce here. It will take time and as they say in creole "kenbe vant nou mare senti nou" tighten your belt and hold your belly" and STOP or drop 3/4 of all importation. Our food is much healthier anyway

    It is now 2024 and the Prime Minister Henry jus resigned. I came here and stayed because a BBC report mentioned Michael and then a Wiki page mention that Raul Peck did an intro for one of Michael's books on Haiti. Kudos to Mr. Deibert for maintaining his dekorum under heated commentary. None I think directed at him but illuminating for how a person dedicated to his insights maintain his soft demeanor under what could have become a shouting match. My search goes on to learn more as the mainstream media today 2024 continues to use the term GANGS to describe those who currently run Port A Prince. I knew there was more and got off to a good start here.

    I took so long before finally decided to watch this and I feel like I need to write comment to show my gratitude to the writer and also to say yes to one of the participants who say we don't only have to blame the US government but this is the fault of our greedy politicians that only think about their well-being not the population who voted them well being. I hate them they make everyone afraid to involve in the Country's politics. If they prioritize what is good for the Country before themselves a stranger would never be able to corrupt them. They have no humanity at all. They'll be punish one day for all they did to this poor country. God bless Haiti.
