Magically, you find the person with the camera as acting odd. Personally, if I see someone pointing a camera at people and/or things, I don't have to ask what's going on. I'm smart enough to realize they're recording people and/or places. I'm quite sure if you were standing where this photographer was standing that you would have seen a lot of security cameras recording many of the same things. I've never seen someone spot a security camera, then go into a place of business and ask, "What's going on?"

No government anywhere will ever introduce a complete right to privacy. If they did then police cameras (car, body and street) would be banned - and all commercial site cameras would have to very strictly only cover their own property and not the street outside. The strongest they will get are limits on what information can be used for and how long it can be stored.
