I think the reason that 3 is the number people are quoting currently is that the PM&C has multiple documents listing the blue ensign, Aboriginal and Torres Strait Islander flags together.

The Australian Border force’s flag seems about as inspired and nuanced… as the Australian Border Force.

3 i was going to say ONE. Air force and navy ARE the real flag just with backgrounds changed to be readable against sky/ocean
