The ballboy is supposed to pick up the ball only if it is not in play. This -ballboy- ballman mistakenly picked up a ball that was still in play, and would have gone for an extra base hit if he hadn't touched it. So the umpires gave the Phillies the bases that they would have gotten if the ballman hadn't picked the ball up.
