Yes, sure. It's a very good time for visiting Almaty. It gets a bit hot during the day (around 28-30 degrees), but it's fresh at night. So, it's good to bring a long sleeve with you too.

I haven't been at Shymbulak in winter. But sure, there are hotels with skiing facilities. You can check on Booking I guess
