The reason for this is because the button that is hit is plus enough to where the player hitting can attack before the other can crouch block. This is useful for strings that hit "high" and can be neutral ducked. This basically makes it so the opponent MUST block the string and makes it unavoidable. the Kotal string now being guaranteed to hit or be blocked, leads into a big combo on hit or a guess situation on block because Kotal's throw is a mid when used during that string.
