hes correct you cant get a new reg plate without a log book , therefore he cant drive it until he has a reg plate , its not difficult to work out. Its got all bald tyres , its OK I'm going to get new ones later today , same logic.
Think its as this.... Should have new keppers supplement.. You can get plates with this.. If he hasent got this or V5 in his name he dose not own the car ... He has brought nothing untill the dvla issue the log book in his name. He would need to apply for this and it could take some time. Untill then it should be off the road. Coppers will have a fild day and charge him for it pos point s etc.
Since you're obviously too lazy to use the net I'll help. Front plates on bikes were fitted to the mudguard, so to read it you had to see it side on (pointless) with the added joy of when you hit a pedestrian the front number would open up the victim, they were called "pedestrian slicer".

Respect our laws. Common sense dictates you need a front and rear plate like everyone else.
