Because it name-drops General Douglas “Gaijin Shogun” MacArthur. Generally, Fallout avoids mentioning real figures in the music it picks.
Pretty much the above, this is referencing a TON of real history and names, but the fallout world is alternate history. In Fallout we didn't have a General MacArthur, there wasn't a Joseph Stallin.
They'd have to license it, pay a band, and modify the lyrics.

He's singing so cheery and upbeat about a nuclear attack. But it sounds like he's blissfully unaware that the Soviets had developed nukes of their own some 2 years prior (1949). The US using nukes in Korea would have started the end of the world as we know it.
... Ok well for you to understand, it explains it in the description of the video, it's a song made to be funny or a parody, General MacArthur wanted to use Nukes in every conflict and that's what this song is about. Obviously he wasn't aloud to use nukes

In the early 1950s ICBMs didn't exist yet and the warheads were considerably weaker and less numerous... So as long as you weren't on the front lines or couldn't be attacked by bombers you would have actually been fine - it would be the frontlines (especially in the USSR) where it would be bad, so it wouldn't be THAT bad.

Well the Soviets only had first developed atomic bombs since 1949 while the US had atomic bombs by 1945 and were still at war with the Japanese Empire at that time so it makes sense the Soviets couldn't have never dropped atom bombs during wartime, if they had them by 1945 they would have certainly used them too against Japan.
