Same here my numbers in matric are 930 85% but In fsc ICS (computer science) are 531 48% and now I'm gonna complete 2 semesters in university to be eligible for German universities I think getting good grades in 2 semester in university and IELTS score we'll get admission. Hi so a little late but i hope this helps The closed account of 11500€ is just a prof that you can cover your studies expenses its not required each year its just a time prof and you don't need to spend it you can work part time to cover the expenses and don't tuoch that amount but it has to be in you account 11500€ at the beginning of each academic year if you can afford it great if not then move to option 2 which is dual studies or ausbildung these programs doesn't require bank accounts at all but they require a jop contract so its just as simple as applying for internship (ausbildung opportunities in Germany and if selected the organization you got accepted in give you the visa and a jop which you can go study and work but this is work experience more than college studies and its less time .

I’m a bit concerned because the mark sheets I submitted earlier differ from the ones I currently have. Initially, the mark sheet I used for the application contained all the necessary information, including credits, CGPA, marks, and the grading scheme. However, my university recently provided me with a new mark sheet that only lists the subjects and marks. While the marks are exactly the same, the new version doesn’t include details like the CGPA, credits, or grading system. Thanks in advance for your help.

Yes, at least with the German high school diploma you have entry to German universities. That is at a Gymnasium, the "highest degree of high school" or subject-specific tertiary schools. But I'd ask the school to be sure, it depends on too many things haha

That probably means most in German and a couple of modules in English But I'd have a look at the language requirment as well as an indication of how often the modules will be in German. Subjects like psychology, marketing or economics tend to have a lot of English kodules due to the original research/material being in English or to the job being an international job But if they require B1/B2 I'd say maybe 60% German 40% English That's just my take

I'd still apply. It depends on what he wants to study but there are degrees that accept almost everyone without being (fully) dependent on your high school GPA. Degrees that have a restricted number of spots take the best applicants and the average of their grades (Numerus clausus - NC) is where you will see degrees like medicine or psychology are hard to get into. So look for something that has no NC or that has a low NC, you can ways call to ask about the conversion from the American to the German GPA as I'm not too sure about that.
