I’ve never noticed that the white substance on the horse’s legs wears off by the end of the course. I thought it was more... resistant?

The fences brush it off

It's a type of grease that they rub on the horses legs so that if they hang a leg or brush a fence then they can slide off of it (hopefully) without injury.
