While in general fair use, that is posting a short excerpt, is allowed for non-commercial purposes, it is all up to the copyright holders; one still needs permission from them. Broadly, most of the old stuff we want to post is over 60 years old, that is released before 1963 and therefore copyright free, but in most cases the companies still want to insist that they have copyright and in some cases do not allow posting on TH-cam. Where the copyright is clear, mere writing "for educational purposes" does not exempt one from copyright. TH-cam itself "blocks" it wholly or partially in some areas. So even where the copyright has actually expired, one may have to contest and point out that something is in the public domain, or should be because of the 60-year rule, at least as far as India is concerned.. I have had to do this more than a few times. Sometimes, even when something sneaks through, one might get a copyright notice or even a strike after posting - three strikes mean an entire channel and all the stuff posted there could be deleted. Just like that. Regardless of what you may have written about educational purposes. A copyright can be enforced that easily. At least on TH-cam. We are able to post only because, as YT notes explicitly while uploading, "the copyright holder allows this to be shared on youtube". In other cases, when they don't allow, the piece just simply gets blocked and is not visible to anyone other than you. Apart from copyright, there is also of course the question of ethics and general etiquette when someone, who may actually have also posted something without any rights, but had actually gone to the trouble of unauthorised recording, or digitising or converting, needs at least an acknowledgement.
