You could just start with the sprouted onions and plant them directly into the window boxes, and skip everything else. I put one onion in a pot of dirt, went on vacation for two months and had a dozen onions when I got home!

I have grown new onion bulbs like this many times. You just have to divide the original bulb into two or three plants....you will see the natural divides, otherwise you will get two or three half onions in one....not very big. And competing for food and water. Takes the normal amount of time. About 6 months. I plant mine in compost and bone meal, and use a.little bicarb too, cos our soul is so acidic. What's more, it's best not to firm the seedling into the ground too much. The roots need air....so I don't press down...just about at all. Grows very well.
I also plant mine straight into soil....after starting them off in water to get the green shoots. Put water in a pot with very narrow top, place onion on top and voila! New shoots. Don't forget to remove the papery skin or you'll get mould stuff growing at the bottom. Change the water once or twice a week, and make sure to keep topped up to just under where roots start. Try not to touch onion bottom with water....again it just goes manky, soggy and smelly. And develops root rot.

Yes. In India, for production of onion bulb seed is used. First of all we raise the seedlings from seeds in nursery. After 5-6 weeks, the seedlings are used to transplant in the main field at a distance of 10x5 cm distance. It is the common practice for onion bulb production.

Sooo! Let me get this right. You take a perfectly good onion, cut the top off, put in dirt, water for 7 weeks, transplant it into a bigger pot to have an uglier onion with pretty greens on top. I don't get it. What is the benefit of doing this?
The benefit is reproduction, basically. One onion in the ground grows into multiple other onions. By the end of the video, you can see them start to split and grow apart.
The video is nice. However, I was waiting to see onions at the end of the video. Certain questions were asked numerous times and never answered. Ex: what type of soil was used? How long does it take to harvest? No answer. Maybe you need to change the name of the video; it's somewhat misleading. Otherwise, it is a nice one.

You can't harvest with planting onion the only way is while the plant mature flower in the plans produce seed then we need to plant the seed

It's for the greens. We use them for cooking.
